Triple P, or in this case 5 times P, is not a new term, but frequently used at this WUF. To be able to manage the situations in urban areas and improve services to residents it can be useful to also involve the private sector: a public private partnership. On the fourth day of WUF attention was paid to how this approach can also be pro poor, by having organised groups of residents implement and manage communal services like water and sanitation.

In Kisumu, Kenya, garbage collection in the poor areas is being done by using cooperatives: living conditions improve and incomes increase. The mayor of Kisumu, his worship Sam Okello, assured that the upcoming major infrastructure project funded and organised by Agence France de Develloppement will not make the cooperative scheme unnecessary: cooperation between groups of residents remains crucial.
